DIGITAL TRANSFORMATION AT COMMUNITY COLLEGES: WHY IT HAS TO START WITH THE STUDENT, NOT THE SOFTWARE

Ask a community college CIO what digital transformation means and you will usually get a list: a new student information system, a CRM for enrollment, maybe a cloud migration project that has been “in progress” for longer than anyone wants to admit. That is not wrong, exactly, but it is incomplete in a way that causes a lot of expensive projects to underdeliver. The colleges getting real value out of their technology investments right now are the ones that stopped treating digital transformation as a procurement decision and started treating it as a redesign of how the institution actually serves a student from first contact to credential.
Start With the Outcome, Not the Platform
Yousif Asfour, chief innovation and transformation officer at the American University of Beirut, has made the case that the most common mistake institutions make is starting with the solution instead of the problem, asking which platform to implement before anyone has defined what success actually looks like for the student sitting in front of them (Asfour, 2026). That ordering problem shows up constantly in community college technology projects. A registration system gets replaced because the old one is clunky, but nobody asked why students were dropping off between application and first day, so the new system automates the same broken handoff between admissions and advising that caused the problem in the first place. Asfour’s point is that outcomes have to come first: how should a student move from recruitment through enrollment, learning, and into a job, and where exactly are the friction points that slow that down. Technology decisions made after that question is answered tend to be far more targeted, and far cheaper, than technology decisions made before it.
The Infrastructure Layer Is Real, and It Is Expensive
None of this happens without genuine infrastructure investment, and California’s community college system remains the largest live experiment in what that looks like at scale. More than 2.1 million students are enrolled across the system, which is now piloting a shared cloud-based data platform designed to improve outcome tracking and support transfer students moving between institutions, backed by roughly $19 billion in total system funding for 2025 to 2026 that includes dedicated streams for digital infrastructure and enterprise IT systems (Chen, 2026). A 2025 partnership with Google is expanding AI training and workforce development across the system, and individual campuses are layering predictive analytics for at-risk students, automated advising tools, and service chatbots on top of that foundation. The scale is unusual to California, but the pattern is not: infrastructure spending is necessary but not sufficient, and the colleges seeing real returns are pairing it with a genuine rethink of student-facing processes rather than just moving the same processes onto newer servers.
What Actually Changes for Students
The clearest evidence for what works comes from platforms like Salesforce.org’s Education Cloud, which several community colleges have used to build a genuinely connected view of the student journey instead of a set of disconnected department systems. At Ivy Tech Community College in Indiana, CIO Matt Etchison has described the shift as building data analytics “around every step of the student experience,” giving staff the ability to see hour by hour what is happening with enrollment and retention rather than waiting for a monthly report (Holliday, 2021). At San Mateo County Community College District, staff now receive real-time alerts when a student is missing classes or falling behind, which lets an advisor intervene while there is still time to matter instead of discovering the problem at the end of the semester. Rockland Community College’s president, Michael Baston, has made the case that this kind of automation is not really about efficiency for its own sake, it is about freeing staff from manual administrative work so they can spend that time on the parts of the job that actually require a human, like a 3 a.m. question from a student who needs an answer before morning.
Governance Is Where Transformation Actually Stalls
Community colleges are structurally difficult places to run a transformation project, and that is not a criticism, it is a description of shared governance working as intended. Decentralized decision-making protects academic freedom and local autonomy, but it also means a technology initiative can get broad buy-in in a steering committee and still stall for a year in individual departments that were never really brought along. Asfour’s framing is useful here too: effective governance has to be both inclusive and decisive, bringing the right stakeholders into the conversation without letting that inclusion become a reason nothing ever gets decided. Leadership has to keep repeating why a change matters and how it connects to student outcomes, not as a one-time announcement but as an ongoing part of how the institution talks about its own work, because in an environment where change is genuinely hard, repetition is what creates momentum.
The Uncomfortable Part: Treating Students as the Design Constraint
The institutions doing this well have made an uncomfortable internal admission: a lot of existing process was built around departmental convenience, not student need, and digital transformation is the occasion to finally say so out loud. That means redesigning around ease of access and clarity of pathway even when it means dismantling a workflow that has existed, unquestioned, for two decades. It is slower and more politically difficult than a straightforward system replacement, but it is also the difference between a transformation project that shows up in retention numbers three years later and one that just moves the same friction onto a nicer-looking interface.
